Time to full charge tankbuster seems to not be affected by the new Transcendent Cooldown item.

There is 0 damage change with and without this item, it isn't applying even the secondary weapon damage buff like the patchnotes claim.

Match ID: 35956849 Bebop on Amber and Vyper on Sapphire both sat in sidelane not shooting eachother, or creeps, the entire game. Insisted they were "playing the game their way". Prolonged match unnecessarily due to 5v5. Both had 1k damage at the end of a 40 minute game
