It looked like all character models, including enemies and there was an NPC that I saw through the wall that was highlighted in white that was also effected.
This weird glitch causes character models to have these flickering lines connected from the model to a point on the map. It also shows up in the character select screen. I've tried reinstalling the game and messing with all the video settings and nothing helped.
