I don't think you know what a "bug" is. Give it a few weeks and there will be counterplay to this strategy without any involvement from Valve.

I know for sure that Vindicta's ult has penetration if you line up multiple enemies.

I'm pretty sure that's how all multi-charge abilities work. The cooldown is "restock", delay between charges is a separate stat affected only by extra charge items.

I have some friends who just never show up on the watch page, even if they are in the same match as another friend who does show up by themselves.

It currently reads as "25% chandce to proc slow, stacking with other proc sources" but is actually "guaranteed proc of 25% slow".

It seems like secondary projectiles do not proc anything chance-based.
