I imagine something similar to Ramatras ability to increase gravity is what you want. I like this idea, but instead of casting it on someone id think its better if its like alchemical fire but just makes people stick to the ground basically until they leave the radious

even just a single of those is a great item, id pick this up and leave it on gun until I wanna move fast and then swap it back, too good.

Well how would you choose which ability to activate twice? Having a toggle would be weirder than just hitting the button for that, you would need to toggle it on after the hook anyways which kinda defeats the purpose; or imbue an ability with it?

I got the 20 minute ban after finishing a game, I did leave a couple of games but only after someone else already had and it said it was safe to do so. I also did not get banned after leaving a game but rather a couple of games after that.
