i SOLVED BY UNINSTALLING CLOUDFLARE WARP AND GOING INTO NETWORK SETTINGS AND DISABLING IT.

I already tried the following: deleting steam and reinstalling both it and deadlock turning off windows firewall making steam an exception to windows fire wall resetting my pc making deadlock and steam an exception in my antivirus putting the following in cmd prompt in admin mode, " ipconfig...
