Since few days ago I sometimes have the issue that every UI element in Windows 11 is unresponsive when tabbing out or closing the game. This includes other programs like discord, firefox etc.
Pressing Ctrl+Alt+Del and opening task manager fixes the issue.

Had similar issues yesterday.
Couldn't walk when pressing w, pistol kept firing even though left mouse click wasn't ckicked anymore. Doubt my mouse and Keyboard start breaking at the same time.
Also everything worked fine outside of game.
Also it feels super weird to play with people from a country that wants to invade your whole contitent. Valve should stop doing business in russia until they behave normal again..
