I think the idea is that his upper cut is supposed to feel like bullshit.
In lore that thing can bust things normal people really couldn't. And the fact lash, most likely a very skilled pit fighter, can't do anything about it in lore either really shows.

It is a disarm, just make the disarm the length of a reload.
However, after thinking about it, you can use other items to give you a free reload, so I guess not.
It would make items like the Heavy melee to Reload item [forgot the name] get a little more use.
imo, if you're going that far, the melee system in general should just be reworked entirely. The only real strategy with it is to simply "guess" when the enemy will use it to counter parry. Further, it feel unreliable to use and non-precise.
Debuff remover and spirit armor both destroy his bomb damage. Debuff remover can entirely remove bombs.
If he builds gun bop though and he's fed, you're screwed. Sorry, don't feed.
Realistically, I love the diversity this game has in how you can build. There are many different ways to deal with every situation. Just because there already is a solution doesn't mean another solution isn't valid. Regardless of the fact Restorative Shot exists, this item would still be good...

The argument between majority and minority will never end.
Also, it's worth noting Hero Shooters are a very new genre. Casual MOBAs have been made that are far less frustrating [Like Battlerite and Supervive]. There is very likely room somewhere for a harder, more in-depth hero shooter.
I disagree because historically games have only needed to show players what a mechanic is [i.e. the rules of a game] and not a strategy. Learning the strategies of the game are what make the game fun. Teaching yourself the strategies through creative thought is a part of the game. Keeping the...
