It looks like the cooldown given in chat is based on the cooldown between charge uses, but in reality since I'm out of charges the cooldown is much longer than that.
I had selected Haze as highest prio, and Ivy and Dynamo as lowest prio. It gave me Ivy and there was no Haze in the game.
I wonder if it's because I've barely played Haze so the game had a harder time with the matchmaking for her?
Scenario: I tossed my lightning ball onto a guardian as Seven when a Haze threw a sleep dagger at me. While I was asleep, my ball was not able to damage the guardian (the guardian acted like no one was in range). I would assume if there was another player on my team within range of the guardian...
