siphon bullets debuf like with the witchmail logic inverted.
So, you get shot, it increases a random ability cooldown, or it adds a debuff that increseas the cooldowns.

This is the only match I could find that replicates this: 38218737
At around minute 12 ( last bhops death ) the player leaves for some reason and the character gets stuck running in a wall until his death. Not sure if this is intended behavior.
