Used Rescue Beam on this Kelvin as he was connecting to the zip line and using his boost at the same time. Beam was before fully connecting to the zip. He got locked in the zip line animation, unable to fire his weapon.

You can not self cast anything if standing up against geometry at specific angles. I think this is camera related. I can not self cast in this position:

You can also mess up the camera position with this by doing it when against a wall, easily replicable as of Sep 2.
