Why not make it so that the majority of tier 1 items completely transition into tier 2? This wouldn't strengthen carries but would simplify and enhance the item assembly for most players.

Yes, I also believe it would be beneficial if a larger portion of the first level items could be collected into new gear or be part of it. It can be quite tedious to rebuild during the 40th to 50th minute.
