Same problem. Tried the same methods you wrote. Did you find a solution yet?

"failed to create party" with k_eAlreadyInParty in console as the result. I cant queue up, i cant join or create a party. Also tried party_refresh 0, verified my files, tried to log into another account, restart both steam and my computer. Any suggestions? There is no visible leave party button.

This problem is still existing today. My mate got it and can't leave this "party". Any fixes today+??
