Fixed by removing the video.txt and video.bak file in the cfg

If you tab out in the sandbox, your character gets stuck in this spinning, rotating state that doesn't get fixed no matter what you do. I believe it lasts as long as you were tabbed out for. GPU: GTX 1050ti M CPU: i7 8th gen OS:Windows 11
