I also get this, typically around shop interaction and the incoming damage menu interaction, changing the timeframe for incoming damage seems to consistently lock me out of all keyboard inputs.
So from all the threads I've found on this it seems to heavily relate itself to AMD, and a specific gen of processors and GPUs, which is odd, why the hell would AMD cpu/GPU cause packet loss / looping status.
Yep, I get this too, it feels like server lag, sometimes it's worse, sometimes it's non-existent, it gets especially bad during base fights, looking at console info it says I'm dropping about 20% of packets, which could have something to do with it, have no idea why though.
Update: It's Distance Field AO, when it's set to medium the bar is there, high and low it's not.

Dunno if this is a AMD fix or a Volvo fix, but if anybody else has the same issue hope this helps till it's fixed.
