It's true that would be strong but the patch notes said so, so that's what we can expect until they deliberately change it. I think it got fixed now though.

As of a few days ago, Sinclair would be able to use his other abilities when using ults whose base hero is allow to act while the ult is active. The three main ones are warden, infernus, and Venator. I know this change to be true since I explicitly recall being able to use vexing bolt and rabbit...
