I think I understand what you are saying. I guess, to me, it would make more intuitive sense for these melee damage buffs to apply to your 'final' melee damage, but that's just my subjective opinion, lol.
Unsure if this is a bug, but melee damage buffs are applying to your character's base melee damage, rather than their melee damage after weapon damage buffs (unsure if this is intentional or a bug)

The title is weird, but here goes.
To setup the glitch, all you have to do is let a grapple finish wherever-- Don't cancel it, just let it finish naturally. I hypothesize the game keeps track of the last location you grappled to for some reason, which is what allows this glitch to work. So...
Unsure if intentional or not, but Reverb will not proc if you kill the target with the same skill you used to proc reverb. Would be neat if it instantly procced when the target died.
