    From my personal testing, it seems to only be visually not applied. Abilities actually do have lower cooldown when used.

    The item description literally does not have a % symbol while all other items do. Why would an item provide 4% ammo? Imagine mo and krill buys berseker and it gave literally 1 ammo. It's very obviously intended.
