Probably not unique to Victor. Grabbed Omnicharge Signet when my 1 charge was almost full. Gave pain battery the charges but it was permanently stuck on 99% and could never use or build charge on the ability. Aura of Suffering was active after going into the round possibly charging Pain battery...
