Its just a bit unclear why tesla bullets would have a cooldown that is changed by ABILITY cdr, when they just created a distinction that item cdr and ability cdr are separate from one another.
Just tested on normal map, yes you are able to turn it in if you place dome on the altar and urn outside of it. Enough time to do both and it doesnt freeze.
