Yep I can verify, Arcane Surge does not affect Warden's ultimate. I came here to make a post about this but I saw there is already one here. The Range does not increase and can assume the other stats are also not applying properly.

I dunno what the patch has done but it's as if someone is casting Withering Wip on Warden randomly, his fire rate gets super slow out of nowhere and is all over the place. Fire rate items seem to be super bugged on him as well. It's pretty infuriating. And his movement, he randomly goes really...
