I encountered the same bug with quicksilver reload, It wouldn't activate even though it wasn't on cooldown, I think it started mid or late into the match or maybe I didn't notice it until then.
I encountered the same issue, restarting did not fix it but right clicking (or left clicking I couldn't reproduce) around the build browser button finally brought that menu up again, I deleted the build that caused the issue and after using the shop again the game crashed.
