Sinclair can copy ultimate of Victor. But the description says that he can use others ultimate by pressing ult button again. Since Victor's ultimate can't be casted - I think that it's not intentional. To be clear - I think so, because Rubik in dota 2 can't steal Wraith King's ultimate

Played two games in a row with cheaters in my team. They got reported atleast by 10 people in those 2 matches - still nothing happened. What's the point in report system if it doesn't work? And even if you ban them - nothing stops them from creating another accounts. We need hardware bans...
