Do you have an AMD graphics card? If so i fixed it by changing a value in my desk registry for my shaders cache, wouldnt really reccomend it as its a little invasive but that will prolly fix it. There is a guide for it if you look up something like amd graphics card source2 stuttering fix.
For the past week or two I have been getting terrible stutters that make the game incredibly hard to play and enjoy. It happens anywhere from 10-50 times a match. I have done MANY fixed, inclduing reinstalling 4+ times, using DDU and reinstalling my drivers, clearing every cache possible, DX11...
I know this is an old thread but any luck by chance? I’m getting the same thing and it’s ruining the game for me, tried dozens of fixes.

I get this same thing, also had an issue with greenscreening before this started but fixed that a bit but updating drivers. Maybe check your drivers just to be sure they are up to date.
