Not necessarily. It just feels unfair that some heroes have non-projectile ulties and would be unaffected by this new item. 1250 souls is too cheap anyway.
It has to affect only non-ultimate abilities/projectiles then. 1,250 counter to a high risk - high reward - high cooldown ultimate would be ridiculous.
The lore behind this concept might already be partly established through the existence of the Baxter Society, but I would still like to give it a try.

To be honest, seeing this gave me a Terraria vibe. Like Enduring speed boots, coupled together with a Fleetfoot, could scale into some gigantic boots like one you suggested and give a significantly buffed sprint speed.
