Random lag spikes, fixed by restarting

I have an fps counter in the video, it shows when i started dropping frames. I havent found a reason for the lag, and it seems to happen randomly.

Ive included the DXDiag along with the video if it has something to do with me. Ill also include my specs for the sake of it.

64GB Ram

Just wanted to add that it has become significantly worse today. i cannot go 8 minutes into a game before the spikes start. A few days ago i had no issues, now they are constant, and im no longer really able to play because of it.

So from what i was able to sus out, it appears the issue is related to the GPU hitting 100% usage on 3d. It also happens on a locally hosted bot match. Im no expert so i have no idea what that means, but ill be trying to get more information to add to this post to hopefully help myself and others out.

Whatever has been changed today seems to have mostly fixed the issue, its happened once or twice total after about 6 matches, so thank you for fixing it!
