Puddle Punch does not trigger Tankbuster or Mystic Reverb.

Puddle Punch also states that it's melee damage and neither of those trigger Tankbuster or Reverb. Why would it trigger Tankbuster at all since it's pure melee/bullet dmg and zero spirit dmg? It's not a bug.
 
Tankbuster and Reverb do not state anything about not working with non-spirit damage abilities. Abilities like Spirit burn specify they only trigger on Spirit Damage. Puddle Punch also works with other items like Mercurial Magnum, Surge of Power, etc. that do not have a difference in wording. What you're saying isn't consistent with the rest of the game and doesn't make any sense. If Tankbuster/Reverb shouldn't trigger on non-spirit abilities, then simply word them that way.

Even if you have a direct line of thought with the developers, I think they'd agree that the descriptions need to be literal for sake of clarity. I don't care if it's the intent that these abilities are restricted for whatever reasons. Fix the description if that's the case.

That is because Mercurial and Surge triggers on ability use. Not on actual dmg. It doesn't meet the criteria of the description. MAYBE Mystic Reverb in a far stretch but Tankbuster says specifically spirit so I don't know what you're on about. It's even highlighted in bold text and marked with the new spirit dmg icon. It also states that it specifically ignores spirit resistance, in bold.

You're confusing the resulting damage with the triggering damage. Bonus spirit damage is the triggered effect. "Causing abilities dealing more than 165 damage" is the triggering damage. The "highlighted" spirit damage icon is referring to the damage you get from this item, and has nothing to do with the triggering damage.

All I'm saying is that if they want the triggering damage to require spirit damage, that they're consistent.

And if you think it's weird to suggest that you could have "bonus" spirit damage on gun/melee damage, then here's the description of mystic shot, which is also says "bonus" spirit damage despite applying to a gun projectile:
