Visual Design is cool, and I can see that you're going for a brawler playstyle, but mechanically she seems a bit boring.
eg. Dynamo already has Patch up.
Static shock just being AOE damage isn't interesting and doesn't even seem on theme [why is she shocking people]?
There are actually a lot of medical practices from the early 1900s that did more harm than good, so there's a lot of material. eg. Radium water, chloroform, mercury treatments, electro-shock therapy, etc.
Not to change your concept too much, but what if instead of a medkit she held a giant needle?...
