Inconsistent shooting delay after melee attack

There is currently an inconsistent delay that occurs after a melee attack that prevents you from shooting, which is most notable on weapons that shoot slowly such as Abrams'. but also on faster firing weapons like Seven's.

To reproduce what is seen in the videos I added:
-Start shooting
-Melee
-Try to shoot as soon as possible (here the delay is clearly apparent)

If you melee without shooting right before it, the delay is not present (also seen in the videos I added), hence the inconsistency.

Using melee while continuously firing does not always cause the delay. It depends on how the melee was timed (either just before to have no delay or just after firing a shot to cause delay).

And the delay becomes more noticeable as fire rate increases, as the delay itself does not appear to be affected by fire rate.
