The Quaker is based on the game Quake, but his name could be anything.
Gun: Machine Gun.
Spell 1: Equip Rocket Launcher. Equips a Rocket Launcher for 10 seconds. The Rocket Launcher does damage, obviously, and can bounce enemies around, and you can rocket jump with it.
Spell 2: Equip Lightning Gun. Equips a Lightning Gun for 10 seconds. The Lightning Gun has a short range but does a lot of damage.
Spell 3: Equip Rail Gun. Equips a Rail Gun for 10 seconds. The Rail Gun has a long range but slow rate of fire.
Ultimate: Not sure about this one. The obvious one is Quad Damage, but that would probably be too good. Maybe the ultimate could be a passive that gives the hero Quake-like movement, like Quake 3 strafe jumping, or PQL style air control and speed. Or maybe just something like an active ability that gives movement speed and damage reduction. Or maybe the ultimate is to equip BFG.
You should be able to press the basic spells again to unequip the weapon, or click another one to replace the currently equipped weapon. If you press 1 for Rocket Launcher first, then after 5 seconds press 3 for Rail Gun, then you should go back to Rocket Launcher after the Rail Gun time is over (or you clicked 3 again).
The Quaker is the hero for players that played Quake, Team Fortress, etc. and miss it. I think it would fit the game quite well.
