Frenzy gives double debuff resist on activation

from patch notes:
- Frenzy: Low HP now grants +30% Debuff Resistance (when Low HP procs, any existing debuffs are reduced by 30% duration)

when activated, frenzy reduces any existing debuff by ~60% instead of 30%

test:
base affliction is 11s, or 22 ticks
frenzy activated after 3s (6 ticks), so 8s (16 ticks) remaining
i take only 4 ticks of damage after frenzy activation

my theory is that the frenzy debuff resist is bugged because the existing debuff reduction reapplies the new reduced debuff on u (hence the new progress bar and circle) but this reapply has the added 30% debuff resist conditional stat counted for it too, so it double dips

I confirm.

Here's a shorter and simpler test. 11s affiction immediately gets cut to 3.7s, that's way more than 30% mentioned in Steam patch notes
