Enchanter's Emblem Bugged

Enchanter's Emblem does not give the cooldown reduction when above the health threshold. It seems to give the 15 Spirit Power, but it gives no Cooldown Reduction. I noticed it when putting builds together in Hero Testing. Just to make sure that it wasn't a testing area bug, i tried it in a regular game and i never got the cooldown reduction from the item.

ah. i think i get what you mean. after using something, the cooldown does seem to be a bit lower. so it does take into effect, it just neither shows it in your stats nor how it effects your items/abilities. so you cant take it into account when theory crafting builds if you don't know the formula to figure diminishing returns, but it is there.

yep ui isnt working like it should , a lot of items like that, they work but not ui somtimes even throwing ui dont work like ivy bomb
