Cant move or shoot Inference

Happened a bunch to me in bot games this afternoon. I have no idea if this is related but I spent a while trying to reproduce it as accurately as possible before making a bug report of my own and I found this...doesn't make any sense to me at all.

Rocking about 80 ping, it has happened at the start of game and in the middle of the game for me, doing nothing sometimes it goes away sometimes it doesn't.

I believe the same thing just happened in match ID 123533
I wasn't in this game just watching some friends.
At one point a repeating noise was following the Lash around, they tried suiciding and reconnecting, it fixed the sound bug but it looks like they were unable to do anything but move with WASD for the rest of the game.
Also their abilities and items were permanently greyed out.
edit: nvm I can't read, this issue appears to be something different than OP
